Quota methods for congressional apportionment are still non-unique.

چکیده
Balinski and Young described a "quota method" for congressional apportionment and recommended it as "the only method satisfying three essential axioms" [Balinski, M. L. & Young, H. P. (1974) Proc. Natl. Acad. Sci. USA 71, 4602-4606]. This paper points out and repairs a slight defect in one of those axioms, producing a quota method slightly different from that described previously. It also presents an alternative to the "consistency" axiom of the paper and describes the "dual quota" method, uniquely satisfying the alternative axioms (which have exactly as much justification as the originals).

Stochastic Apportionment
Geoffrey Grimmett Abstra t. The problem of how to allocate to states the seats in the US House of Representatives is the most studied instance of what is termed the ‘apportionment problem’. We propose a new method of apportionment which is stochastic, which meets the quota condition, and which is fair in the sense of expectations. Two sources of systematic unfairness are identified, firstly the...
متن کاملGeneralizations of Divisor Methods to Approval and Score Voting
We introduce several electoral systems for multi-winner elections with approval ballots, generalizing the classical methods of Sainte-Laguë and D’Hondt. Our approach is based on the works of Phragmén [5] and Thiele [6]. In the last section we discuss possible generalizations to score voting. 1 A brief overview of divisor methods Methods of largest quotients, also known as divisor methods,1 are ...
متن کاملApportionment in Theory and Practice
Apportionment is the problem of translating an election outcome to a number of seats in fixed-size political house. Mathematically, the problem consists of translating a sequence of reals to a sequence of integers, while ensuring that the sum of the sequence sums to a pre-determined number. The problem arises because seats are indivisible, whereas an election outcome generally gives rise to fra...
متن کاملOptimal Congressional Apportionment
1. INTRODUCTION. After two centuries of experimentation with alternative allocation rules, and considerable political maneuvering, the issue of the " best " method for allocating seats in the U.S. House of Representatives remains unsettled, although the field has narrowed considerably to so-called " divisor " methods.
متن کاملStructural constraints on partisan bias under the efficient gerrymander
Partisan bias occurs when the translation of the popular vote into legislative seats differs between competing parties. This paper contains a theoretical and empirical analysis of the consequences of an efficient gerrymander for the partisan bias of an electoral system. Under partisan apportionment, bias is shown to depend on some structural features of the electoral environment; namely, the si...
